SEEKS ELIMINATION OF INDUSTRY BOTTLENECKS
AS PART OF CURE FOR AFFORDABLE HOUSING CRISIS
Attached for your review and information is a copy of a September 15, 2025 MHARR communication to President Donald J. Trump, seeking his assistance in eliminating the major bottlenecks that have needlessly suppressed the production and utilization of inherently affordable mainstream manufactured housing — as a partial but significant response to the nation’s ongoing affordable housing crisis. That crisis has led 69% of Americans, in a recent survey, to lose faith in ever achieving the American Dream of homeownership.
Specifically, MHARR’s communication seeks the full implementation of two key provisions of existing federal law – i.e., the enhanced federal preemption of the Manufactured Housing Improvement Act of 2000 to override the discriminatory zoning exclusion of federally-regulated manufactured homes in many areas and the “Duty to Serve Underserved Markets” (DTS) within the HUD Code industry’s dominant personal property lending sector. Further, and just as importantly, the MHARR communication seeks the President’s support and assistance in advancing the enactment of legislative amendments on both such issues, designed to ensure that the robust implementation of both mandates is not subverted or undermined in the future.
MHARR’s continuing action to aggressively seek remedies with respect to both of these fundamental industry and affordable housing bottlenecks is directly related to widely-circulated reports that President Trump is considering declaring a national housing and affordable housing “emergency.”
The elimination of the illegitimate and groundless bottlenecks that have targeted the affordable manufactured housing industry and American consumers of the industry’s homes, is an essential and important factor to the full realization of the President’s goals and the full restoration of the American Dream of homeownership for all Americans.
