Attached for your information and review is an MHARR communication with HUD Assistant Secretary/Federal Housing Commissioner, Brian Montgomery, regarding the recently-published HUD monitoring contract solicitation and more, specifically, the unnecessarily truncated response time for the submission of bids.

The MHARR letter, which is self-explanatory, is another action by MHARR to bring full and fair competition to the HUD monitoring contract process, as is required by federal law and the Manufactured Housing Improvement Act of 2000.
